Dr. Matthew Levinger

WASHINGTON (June 7, 2023) Fighting is underway in several regions on the front line in the war between Russia and Ukraine, which lends the question of Ukraine launching a counteroffensive attack. In a recent campaign video, many Ukrainian soldiers are showed in full garb with a finger to their lips. “Plans love silence. There will be no start announcement,” displayed on the screen following the images. Ukraine has been advancing and intensifying their fighting tactics, but validity of the stories told across the globe all shed different light.

If you would like more context on the matter, please consider Dr. Matthew Levinger, Research Professor of International Affairs; Director, National Security Studies Program; Director, Master of International Policy and Practice Program. Dr. Levinger is the Director of The George Washington University National Security Studies Program. The National Security Studies Program provides high-quality executive education courses to senior military and civilian officials from the United States and its international partners. Dr. Levinger has worked for the United States Institute of Peace, Academy for Genocide Prevention at the U.S. Holocaust Memorial Museum, and the William C. Foster Fellow at the U.S. Department of State

Dr. Levinger can speak to broader strategic context: why and how this conflict matters, how it relates to the broader spectrum of security challenges confronting the U.S. and the world, how it could plausibly end, and what needs to happen next in order to maximize the chances of lasting peace in Europe and elsewhere rather than a perpetual cycle of warfare.
