Millions Could Lose Health Insurance Under Proposed Regulations from the Centers for Medicare & Medicaid Services

WASHINGTON (April 11, 2025) – The American Public Health Association and  George Washington University public health scholars, have sounded the alarm over newly proposed regulations from the Centers for Medicare & Medicaid Services (CMS) that could lead to the loss of health insurance for up to two million Americans.

Public comments jointly filed with CMS on April 7 highlight the significant public health implications of these proposed regulations.

If finalized, the regulations would:

  • Eliminate the streamlined renewal process for the lowest income policyholders while making it harder to apply for initial coverage.
  • End the special enrollment period that eases access to affordable marketplace coverage for individuals and families who lose Medicaid.
  • End eligibility for coverage for DACA recipients.
  • Impose a nationwide exclusion on medically necessary care essential for the treatment of people with gender dysphoria.
