WASHINGTON(December 6, 2023)—The Paris Climate Accord calls for governments to adopt national plans to limit greenhouse-gas emissions and allows them to pay for emission-reduction projects elsewhere in the world to offset their own pollution. It also allows for credits to be traded between countries. The COP28 and Carbon Trading has opened a loophole in the Paris Climate Accord.
